Thought it was part of April fool's joke but it looks like it is not. The Developer Edition which is the exact copy of Enterprise Edition is freely available for developers, it is available for Visual Studio Dev Essentials members. This is still for SQL Server 2014, once SQL Server 2016 is release, Microsoft will make 2016 available too.
